It was not a DC hotel. It was worse. It was a county committee!
The Doswell Drop...
According to current and former sources on the Hanover committee, and donors far and near, speaking on condition of anonymity—hereafter known collectively as Dry Throat unless otherwise declared—the official story of Chairman Jack Dyer’s rise toward the 5th District gavel is missing a few pages. The missing pages smell like whitewashed billboard sign invoices, and hoarding HCRC’s volunteer list with Republicans. Speaking of missing… Jack left the country and is reportedly in Italy—no worries about the 60 days before November since he refuses to assist with the midterm reelection campaigns. He’s got more important things to do than supporting our congressional and senatorial candidates,
Follow the billboards
I. The Chairman’s tapes (except they’re virtual Vote No signs).
Dry Throat’s account of the redistricting “Vote No” billboards reads like a DC midnight heist in reverse: the committee had money, Jack overruled it, and the volunteers panhandled to get their billboards. Then the chairman posted this:

Dry Throat’s own words:
“He [Jack] opposed doing billboards for Vote No (redistricting) and fought those who worked to raise money for the committee to get them put up. He said the committee wouldn’t pay for them; those who wanted them would have to get separate donations raised. They worked tirelessly to get donors, did all the legwork, got the billboards up and now he is taking credit for it.”
The longer tape, according to the same source, is more specific and even less flattering. Dry Throat elaborates:
“Jack was “vehemently opposed [to billboards].” “Two members, Jean and Elaine, stood up and asked for donations specifically for billboards.” Dyer’s ruling from the chair —f they could raise the money, they could do the billboards. They went to nearby districts to get others involved. They did the begging for dollars.”
The punch line:
“This was while the committee had $30,000+ of funds sitting there.”
If that number is even close, the chairman did not so much fundraise the billboards as survive and ride them. Dry Throat insists the credit “belongs to the people who supported the idea, raised the money, and made it happen—not to the guy who opposed them.”
In Watergate terms: the break-in already happened. The new scandal is the press conference where the building manager takes credit for the security cameras— campaigning on other people’s 'real results, real facts, and real selflessness.
Let the volunteers do all the work without funding, while Jack jet-sets off to the land of Giorgia Meloni — sounds a lot like Mel Loonie —Jack’s only endorsee!
II. The lists he will not share
The second tape is not a tape, it’s a spreadsheet.
“Jack refuses to share any of our Volunteer lists with the RNC or candidate campaigns …. He thinks we work for him & he owns us.”
Jack is not supporting either Congressional candidate or the Senatorial candidate. He has not even mentioned them at meetings other than to botch Bert’s name when he introduced him at a committee meeting. Those sentences do more work than most official calls. A county committee that will not share volunteer names with the state and national party or with Republican candidates is not a member of the team. He’s running a private club with a gavel. We are 60 days out from the midterms and the Trump agenda is at risk. Lose McGuire or Wittman and we lose the majority. Leave Warner and rest assured of impeachments. The idea of a Chair running a wealthy county unit willing to risk for his grudge against McGuire and Ramona Christian is unacceptable. The idea he wants to magnify that unit level betrayal with a district promotion is unbelievable.
A second source—Chickahominy Chester, so named because somebody around here is not raising money for candidate war chests putting the midterm season underwater.
“Jack does not want to do anything for candidates this election. If he did, he’d be forced to help McGuire.”
Read that again, and I’ll say it again…
Jack wants the 5th District Chairmanship without supporting the incumbent Republican congressman —John McGuire. He’ll sacrifice Wittman and Mizusawa for his pettiness (He got smoked (receiving 10% of the vote) by McGuire in the 10th Senate primary a couple years ago). The county chairman of Hanover, who also sits as Hanover’s rep on the 5th District committee, is said by unit members to be sitting on his hands because helping Republicans would include helping McGuire. That is not a strategy memo. That is a hostage note written on Committee letterhead. HCRC should demand his immediate resignation.

Meanwhile, per Dry Throat(s), another revealing comment was alleged: the chairman’s household opined about the neighboring district as well. Carol Dyer, Jack’s wife, “told the Taskforce that if Wittman loses, it’s his own fault.” Rob Wittman is the Republican congressman next door in the 1st where Hanover has 30 precincts and is the third biggest county in Rob’s District. ONLY 6 IN THE 5TH! If the quote is accurate, the first family of the Hanover committee has discovered a novel theory of party-building: shut off support, hide the lists, lose the seat and majority, blame the incumbent.

III. Der Führer and a church-and-state two-step
Committees assign nicknames the way prisons do. They are rarely affectionate.
Another source, Cold Harbor Confidential, reports Jack Dyer’s handle among some members is “Der Führer.” That is not a compliment from the committee members. That is what people call you when suggestions die in committee and the minutes still say “discussion was held.” “His church membership came only after his political ambitions.”
The source’s fuller indictment is almost liturgical:
“He wears his religion on his sleeve, yet he lies about his true intentions.”
“He is not open to suggestions from committee members that would help our Republican candidates or party…. It’s his idea of no idea.”
“He didn’t raise the money that is in the bank. The volunteers did.”
“His idea or no idea” deserves a plaque in the Hanover Administration Building. It is the rare and unprofitable political slogan that is also a management style. If you hand him the 5th District Chairmanship, he’ll act out the same on a bigger stage.

IV. What did the chairman “NO,” and when he decided it was his
Put the pieces on the cold case corkboard and connect them with the red string:
Volunteers propose Vote No billboards.
Chairman says no and the committee will not pay.
Volunteers raise their own money the hard way—Henrico, Chesterfield, Jean and Elaine with the tin cup stakeouts, Lamar Sign on the line—while five figures collect dust in the committee account.
Billboards go up.
Chairman cites them as evidence of his fundraising prowess.
Volunteer lists stay in the chairman’s pocket instead of helping candidates.
Candidate help is suspended so McGuire does not benefit.
The house nickname is not “Jack.”
If even a quarter of that didn’t jibe with bank statements and meeting minutes, the 5th District chair race is not a résumé review. It is a custody fight over a committee and a District the chairman appears to think he inherited.
Dry Throat’s revision-of-history paragraph is the one that should be read into the next mass meeting:
“The billboards were vehemently opposed by Dyer, and those who believed in them were told to raise the money outside the committee. Like the hard-working and dedicated individuals they are, they did—going directly to donors and securing funds specifically earmarked to erect the billboards. Now, Dyer is citing those same billboards as proof of his fundraising prowess.”
Follow the money. In this case the money already followed from the volunteers effort with other units. The chairman just followed with a photo op and claims that are enraging HCRC members.

V. The garage light is still on
While nobody in this story produced the HCRC Treasurer’s report (they don’t print it), the Lamar billboard contract, or the volunteer email list that says “denied.” A source is not a subpoena. Dyer is entitled to his own minutes and to amend them as favorably as he wants; he is not entitled to take credit because he wants to leverage an entire district while representing 2% of its voters on the backs of the rank and file.
The shape and number of the allegations from the several sources is enough to have their own Billboard-gate parking space: a chairman who treats the committee as his employees, starves the projects he did not invent, stifles debate, then commandeers the results. None of this comes close to the party plan job description for a committee chair. He is supposed to be a facilitator not a dictator.
The 5th District chairmanship is not a gold watch for service in a county unit turned country club for old boomers yelling at republicans to ‘get off my ballot’ in an election cycle.’ It is a vote about whether Hanover’s Committee footprint is large enough in the district with only 6 precincts and 2% of the total vote to appoint a man who takes credit for other’s work and listens to no one at the expense of the volunteers who raised the billboards he is running on and risk the congressional majority in the process. None of this comes as any surprise to me as I have seen Jack’s shenanigans first hand, including his attempts to prevent John McGuire and others from addressing HCRC. His people prevented Ramona Christian from representing John McGuire at the Hanover Republican Woman at a gala just this past Thursday and she was not invited to have a table to collect delegate forms as was Jack’s crew.
THE TAKE AWAY:
Dry Throat will not give names. Der Führer already has one, and likely more. I’ll leave those to your imagination.
If Billboard-gate Jack is commandeering the files of his own people, you can be sure, he’ll do the same to you as 5th District Chair.

ADDENDA:
Jack claims Hanover was “a top 3 turnout county” for the April 21st redistricting special election.
The VA Dept. of elections has a handy website that shows turn out.
Hanover was #5 with 62%. / Goochland = 64.88% / Powhatan = 63.04%
3 counties formed the 62% group -- Mathews 62.19%, Highland 62.10%, and Hanover squeaked in the 62% group with 62.01%.
Did you know that chairman can be removed by their own committees?
The RPV’s Party Plan provides the way.
ARTICLE VII, Official Committees – General
SECTION C. Removal
“Any Chairman, except the State Chairman, or any other member of an Official Committee may be removed from office by the vote of two-thirds (2/3) of the other members of the Committee, after being furnished with notice that such removal will be sought, with the charges, in writing, signed by not less than one-third (1/3) of the members of the Committee; and allowing him thirty (30) days within which to appear and defend himself.”
“A member of an Official Committee is held to a higher standard of support for nominees of the Republican Party than an individual who merely participates in a mass meeting, party canvass, convention or primary.”

Imagine someone thinking they qualify to run a district of 304 precincts and only represent 6 of them! That’s getting jacked!
